NBC Issues Smart ID Cards
The National Business Center (NBC) of the Department of the Interior (DOI) began issuing Personal Identity Verification (PIV) smart cards in advance of last week’s mandated October 27, 2006 Homeland Security Presidential Directive 12 (HSPD-12) deadline.
This event was facilitated by the awarding of the HSPD-12 implementation contract to IBM and its HSPD-12 partner, Lockheed Martin on October 5, 2006, by the NBC. The contract provides support services and technical implementation for NBC’s newest Line of Business (LOB) – HSPD-12 services. NBC’s HSPD-12 services include enrolling agency employees and contractors and issuing Personal Identity Verification (PIV) smart cards that meet NIST’s Federal Information Processing Standard 201-1.
NBC has created its first PIV card issuance and processing center located at the South Interior Building in Washington, DC. The first DOI PIV card was issued to Lynn Scarlett, Deputy Secretary, for DOI. Also receiving a card was Linda Pitts, Personnel Security Officer with the Equal Employment Opportunity Commission (EEOC). The EEOC is one of twenty Federal Agency customers that have already signed with NBC for HSPD-12 services.
Specifically, NBC will provide HSPD-12 services to other government agencies separately or as part of an integrated Secure On-and-Off-Boarding Access Management Solution (SOAMS). The services being offered will provide agencies with PIV II Smart Cards, means to issue the cards, and additional services to provide for the integration of National Business Center
The NBC supports federal government agencies as a Shared Service provider, establishing business management systems and services. NBC is pleased to add HSPD-12 Services to their existing portfolio of services that include: Training Services, Acquisition Services, Appraisal Services, Aviation Management Services, Information Technology Services, and Administrative Support Services to support Drug and Alcohol Testing.
