Violent crime rates in Milwaukee, Houston, Philadelphia and many other cities have risen sharply recently, and police say a growing number of homicides result from petty disputes. According to The New York Times, the national homicide rate rose 2.1 percent in the first half of 2005, and cities are stepping up efforts to prevent homicides, including following up on aggravated assaults, installing cameras in high-crime neighborhoods and involving churches, schools and social service agencies.
