William Lilley
Woolrich, Pa.-based Woolrich Outdoor Clothing Co. has named William Lilley vice president of government contracting. He most recently served as the company’s director of government contracting and manager of product development and operations liaison. In his new position, Lilley will be responsible for expanding the government contracting business, as well as overseeing the Woolrich Cutting Facility in Jersey Shore, Pa.
Lilley began his career at Woolrich in 1975 as a standards engineer and has held multiple responsibilities, including manager of the Woolrich Apparel Plant, superintendent of Woolrich and Jersey Shore Apparel Plants, and general manager of Pennsylvania Apparel Plants. He majored in business administration at Williamsport Community College in Pennsylvania.
Robert McDowell
Robert McDowell has joined Novi, Mich.-based Hino Trucks as senior vice president for sales and customer support. Previously, he was president and CEO for Redford, Mich.-based Mitsubishi Fuso Truck of America. In his new position, McDowell will oversee the company’s sales, parts and service efforts to increase the overall presence in the U.S. for Hino Trucks.
McDowell worked at Mitsubishi for 23 years and held various field and corporate positions before becoming president and CEO of that company. He also previously worked at Bensalem, Pa.-based IVECO Truck of North America.
Patrick Appleby
Patrick Appleby has joined Milwaukee-based Danfoss Drives as vice president for industry sales. Previously, he was North American distribution sales manager for Fairfield, Conn.-based General Electric Motors Division. He worked for GE for 20 years, and before his most recent position, he served as national account manager and industrial original equipment manufacturer market manager. Appleby holds a B.S. degree in sales and marketing from New York University.
Mark Briggs
Mark Briggs has joined New York-based Parsons Brinckerhoff (PB) as vice president for the company’s Orange, Calif., office. Previously, he was vice president for public finance for Raleigh, N.C.-based Cherokee Investment Services. In his new position, Briggs will serve as a public finance and investment director, responsible for directing the structure of public-private partnerships; securing federal, state and local public finance resources; and integrating private investment into PB client projects.
In 1974, Briggs founded Mark Briggs & Associates, a national community and economic development consulting firm, and in that position worked with numerous jurisdictions across the country on development issues. He also has served in the governors’ offices in California and Alaska as the director of intergovernmental relations and as a local government specialist. He holds a bachelor’s degree in political science from Alaska Methodist University.
