Many public sector human resources (HR) workers feel they are not considered of strategic importance to their agencies, according to a study released in July by Houston-based EquaTerra. While 61 percent of respondents in the private sector said HR is considered a strategic asset in their companies, only half of the public sector respondents said that executives considered HR staffers as strategic allies. Three-quarters of respondents said public sector HR departments would be more strategic if they became leaders in “total talent management,” which includes recruiting, performance, learning and succession planning.
