HDR — Tim Chinn has joined the Omaha, Neb.-based company as senior vice president for the water desalination program. Previously, he was vice president of Ontario, Canada-based ZENON Environmental.

Wausau Window and Wall Systems — Rick Marshall has been named president of the Wausau, Wis.-based company. Marshall also is president of Linetec, a subsidiary of Wausau Window’s parent company Apogee Enterprises.

Welsch, Flatness & Lutz — Charles Baine has joined the St. Louis-based insurance company as vice president. Previously, he was a producer with McGriff, Seibels & Williams, also based in St. Louis.

Donlen Corp. — Mike Coffman and Dan Darbor have joined the Northbrook, Ill.-based fleet management software company as vice presidents. Previously, Coffman was a vice president for Eden Prairie, Minn.-based GE Fleet, and Darbor was a regional sales manager for Des Plaines, Ill.-based Wheels, Inc.

PBS&J — Greg Goodwin has joined the Orlando, Fla.-based engineering company as senior vice president. Previously, he was the senior marketing manager for Omaha, Neb.-based HDR.

PB — Lawrence Reuter has joined the New York-based engineering firm, formerly Parsons Brinckerhoff, as a senior vice president. Previously, he was president of New York City Transit. Also, Alex Varas has been named vice president. Previously, he was a vice president for New York-based Hazen and Sawyer.

Leggette, Brashears & Graham — Matthew Peramaki, a project manager for the Shelton, Conn.-based firm, has been named vice president.

Delta Scientific — Bill Kirk, director of special projects for the Palmdale, Calif.-based security company, has been named vice president.
