Residents of Douglas and Washington counties, Neb., say a recent study on the need for two dams in their area is slanted. Dam opponents say the study, commissioned by the Papio-Missouri River Natural Resources District, underestimates land value and overestimates the amount of money the dams would save in the event of flooding from a 100-year storm, according to the Omaha World-Herald. Some residents say the company that performed the study, locally based HDR, is bias because it could earn contracts for the construction of the dams, though company officials say their analysis was professional and objective.
