Jefferson Parish, La., has joined the limited number of communities that have created environmental courts to enforce quality-of-life ordinances. The parish’s court, modeled after a court in Shelby County, Tenn., recently began hearing cases on issues such as blighted properties and littering, according to the Times-Picayune. Parish officials say the court is needed because a judge’s order, which can be enforced with the threat of jail time, is more powerful than the previous use of an administrative hearing officer.
