North Carolina lobbyists reported spending just $255,000 to wine and dine state legislators compared to $612,000 10 years ago. According to The Charlotte Observer, the decrease — in spite of the rise in sheer numbers of lobbyists — can be attributed to a 1991 law that exempts anything spent on “goodwill” lobbying.
