The Council Bluffs, Iowa, City Council voted this week to approve an ordinance that penalizes pet owners who do not take care of their own. It all started with more than a dozen pit bull attacks last spring, and ended with the Department of Public Health looking at alternatives to banning the breed. According to the Omaha Channel in Nebraska, the new ordinance covers abuse, leashes and licenses. An owner is considered an irresponsible pet owner if he violates the ordinance twice in a 12-month period.
