Wichita, Kan.-based VRLABS has changed its name to High Fusion and is still located in Wichita.
Orlando, Fla.-based Innoprise Software has been launched. The company, which includes the assets of Government Technology Resources and of Avenir Systems, will provide software that addresses the billing, work-management, financial management and development needs of utilities and local governments.
New York-based Siemens, an electronic and engineering company, has acquired Schaumburg, Ill.-based USFilter, a supplier of water and wastewater treatment systems and services. The company joined Siemens’ Solutions and Services group as the new Water Technologies division.
Exton, Pa.-based Bentley, a software company, has acquired Watertown, Conn.-based Haestad Methods, a water resources software company.

Charlotte, N.C., has contracted with Palmetto, Fla.-based Peek Traffic to provide a mobile photo speed enforcement system, including a back office review of potential violations and the processing of citations.
Stroudsburg, Pa., has contracted with Wilmington, Del.-based Vollmer Associates, who will work with the Pennsylvania Department of Transportation to design work on a safety improvement project for the downtown area.

San Francisco has contracted with Tustin, Calif.-based Syagen Technology to provide a high-speed chemical weapons molecular screening instrument that will be used to analyze its water supply.
St. Clair County, Mich., Sheriff’s Office has contracted with Castle Hayne, N.C.-based VisionAIR, a criminal justice software company, to provide computer-aided dispatch, a law enforcement records management system and a mobile data system.

The Western Carolina Regional Sewer Authority of Greenville, S.C., has won a national award from the Washington, D.C.-based Government Finance Officers Association for its production of “Freshwater Freddie’s Ultimate Water Guide for Kids,” a booklet that explains water treatment to children and customers.
The Broward County, Fla., Board of County Commissioners has won the 2004 National Award for County Arts Leadership, presented by the Washington, D.C.-based Americans for the Arts, for significantly advancing the arts.
Boston-based architectural and planning firm Goody Clancy has won a 2004 Charter Award for The North Allston Neighborhood Strategic Plan from the Chicago-based Congress for the New Urbanism for the proposed Harvard University campus expansion.
Miami-Dade County and the Miami-Dade Housing Agency have won two 2004 Awards of Merit from the Washington, D.C.-based National Association of Housing and Redevelopment Officials for the Hope VI Beautification Program and the agency’s hand-held inspection and automated work order PCs. The programs won the awards in the fields of Housing and Community Development.

Clemson, S.C., Area Transit has contracted with Wichita, Kan.-based Optima Bus to purchase nine under-35-foot low-floor Opus buses.
San Francisco-based Metropolitan Transportation Commission, part of the Bay Area Toll Authority, has contracted with the city’s Union Bank of California to manage the collection and processing of bridge tolls, serve as the bank of deposit and provide currency and coin to each of seven bridges.
Chicago has contracted with Columbus, Ohio-based Nationwide Retirement Services to provide the renewal of its deferred compensation plan services.
Redlands, Calif., has contracted with San Diego-based Berryman & Henigar to provide plan review and inspection services for the Mountainview power plant, which will, when completed in 2006, provide electricity for 1.3 million households, in San Bernardino County, Calif.
Atlanta has contracted with Alpharetta, Ga.-based MACTEC Engineering & Consulting to serve as brownfields consultant, providing environmental site assessments and program development. The project is the very first of its kind to be approved under the United States Environmental Protection Agency’s Project XL.
