Residents in Orange County, Calif., say they are willing to pay to clean up for urban runoff, according to a survey by the Orange County Business Council and Cal State Fullerton. The council began championing the urban runoff cleanup project several years ago because the mixture of toxic bacteria and pollution from sprinklers, street cleaning and car washing closed the beaches. Those closed and contaminated beaches do not attract tourists, which bring in $6 billion a year and provide 140,000 jobs in Orange County.
