Bethlehem, Pa., City Council wants to create a law requiring the city to carry at least $10 million in liability insurance. The move comes after being caught short of having enough insurance to cover a recent $7.89 million civil rights settlement. The lack of insurance prevented the city from negotiating a settlement before the trial, officials say.
