Taking on drivers of all-terrain vehicles, the Board of Supervisors in Pima County, Ariz., has proposed a ban on using the vehicles in residentially zoned private property. Officials called the idea a “no brainer,” saying that such vehicles’ air pollution, dust and noise make them clearly inappropriate for neighborhoods.
