Drivers who sped through a Charlotte-Mecklenburg, N.C., photo speed-enforcement zone Monday may find a $50 citation in their mailboxes this week. Police in the area began issuing citations Monday morning. During its first eight-hour shift, a specially equipped Safe Speed van caught 20 drivers. The van will be out for 16 hours every day, and, next month, two more vans will be added.
