Henrico County, Va., has published a book about the history and future of its county manager form of government. “County Manager Government in Henrico, Virginia: Implementation, Evolution, and Evaluation” by Nelson Wikstrom, a professor of political science and public administration at Virginia Commonwealth University in Richmond, examines the circumstances that prompted county residents to approve the form in 1934 and its development to an award-winning organization. The book includes an overview of the county’s history, ballot results from the 1933 referendum that approved the form of government, historical photographs, financial data and other resource materials.
