And the winner is…
New Berlin, Wis., has received a Local Government Achievement Award from the Wild Rose, Wis.-based Wisconsin Land Information Association. The city won the award for the development of a GIS application, which makes current property information, such as setbacks and zoning, available to residents of the community.
Chicago has received the Innovations in American Government Award from the Institute for Government Innovation at Harvard University’s John F. Kennedy School of Government. The city received the award for its 311 call system.
Pulaski County, Ga., has received an Excellence in Rehabilitation Award from the Atlanta-based Georgia Trust for Historic Preservation. The county won the award for the rehabilitation of its courthouse, which was built in 1872 and placed on the National Register of Historic Places in 1980.
Winston-Salem, N.C., has received the G. Herb Stout Local Government Award from the Raleigh, N.C.-based Geographic Information Coordinating Council. The city won the award for its Go Spatial system, which allows employees of every department to access GIS information through their Web browsers.
Oak Ridge, Tenn., has received an Achievement Award for Excellence in Community and Economic Development from the Nashville, Tenn.-based Tennessee Municipal League. The city won the award in part because of its adoption of a five-year strategic plan.
The Henrico County, Va., Department of Finance has received the Certificate of Achievement for Excellence in Financial Reporting from the Government Finance Officers Association, Chicago, for its annual financial report on the 2001-2002 fiscal year.

Nepean, Ontario, Canada-based Harris Computer Systems, provider of financial management software solutions for utilities and local governments, has purchased substantially all of the assets and assumed certain liabilities of Portage, Mich.-based Manatron’s Financials Product Line. With the deal, Harris owns all of the fund accounting, payroll, utility billing and related software that Manatron either developed or acquired during the last 15 years.
Madison, Ala.-based Intergraph Mapping and Geospatial Solutions and Sunnyvale, Calif.-based Trimble have formed a partnership to offer GPS-based products for mobile resource management.
Lebanon, N.H.-based Geographic Data Technology has partnered with Redlands, Calif.-based ESRI to provide a suite of Internet-based spatial data and GIS services.
Wildish, a Eugene, Ore.-based highway contractor, has acquired F.E. Ward, a Vancouver, Wash.-based bridge builder. The purchase allows Wildish to expand its bridge-building capabilities, which the company has sought to do for several years. F.E. Ward will maintain its name and headquarters.

The Boyd County (Ky.) Sanitation District No. 2 has contracted with Dayton, Ohio-based Woolpert to conduct final engineering plans for 25,000 linear feet of new sanitary sewers.
Augusta, Ga., has contracted with Morris Township, N.J.-based Honeywell Automation and Control Solutions, Spokane, Wash.-based Itron and Milwaukee-based Badger Meter to provide water-meter upgrades to increase measurement accuracy.
Phoenix has contracted with Voorhees, N.J.-based American Water Services to design, build and operate the new Lake Pleasant Water Treatment Plant.
Loveland, Colo., has contracted with Cambridge, Mass.-based CDM to upgrade the city’s wastewater treatment plant. The improvements will include the addition of new aeration basins and upgrades to existing aeration basins.
Harris County, Texas, has contracted with Columbia, S.C.-based Wilbur Smith Associates to perform a feasibility study of improvements to the Lynchburg Ferry, which crosses the Houston Ship Channel and carries about a million passengers per year on two boats.

Gloucester County, N.J., has contracted with Manalapan, N.J.-based Schoor DePalma to develop a strategic plan for the county’s Northeast region that will identify transportation improvements, encourage redevelopment and help municipalities in the county coordinate land use planning.

Tama County, Iowa, has contracted with St. Charles, Ill.-based Sidwell to provide aerial photography and cadastral data conversion of the county’s existing maps into a digital parcel-mapping environment.
Newton County, Ga., has contracted with Dublin, Calif.-based Accela to provide software to streamline resource, land, and permit management.
The Charlotte County, Fla., Sheriff’s Office has contracted with Castle Hayne, N.C.-based Vision-AIR to provide additional licenses of software that provides officers with wireless remote access to data.
San Bernardino County, Calif., has contracted with Manhattan Beach, Calif.-based LA Consulting to guide the county in choosing maintenance and asset management software.
North Aurora, Ill., has contracted with Victoria, British Columbia, Canada-based Municipal Software to provide CityView 8.NET Enterprise software. The village will use the software to automate processes in its building and code enforcement departments.
San Luis Obispo County, Calif., has contracted with Walldorf, Germany-based SAP to provide payroll and budget software.
