Water, water, everywhere
Polshek Partnership, Architects, New York, has begun construction on the final upgrade to secondary treatment at the Newtown Creek Wastewater Treatment Plant in Brooklyn, N.Y. The project will include three new chlorine contact tanks, a chlorination building, seven hypochlorite storage tanks, a truck unloading station and a multi-story administration building.
American Canyon, Calif., has contracted with Cambridge, Mass.-based CDM Engineers & Constructors to build a 5-mgd wastewater treatment facility. The $12.6 million project is scheduled for completion in November 2001.
Portland, Ore., has contracted with New York-based Parsons Brinckerhoff to design a 14-foot-diameter combined sewer overflow tunnel. Construction of the 3.7-mile, $90 million project will begin in 2002, with completion scheduled for 2006.
Paterson, N.J., has retained Manalapan, N.J.-based Schoor DePalma to install storm sewer systems in various areas of the city. The $5 million project will require 20,000 linear feet of storm sewer piping.
And the winner is …
Canton, Ga., has received a Top 25 Technology Solutions award from Washington, D.C.-based Public Technology Inc. for implementation of a computer network that allows residents to access government services via the Internet. The city partnered with Columbia, S.C.-based VC3, an e-government service provider, to create the network. The award recognizes cities that employ technology to enhance revenues, improve community service, save money, and improve efficiency and administration.
The American Concrete Institute, Detroit, has presented the Concrete Structure of the Year award to Columbia, S.C.-based Wilbur Smith Associates. The firm was recognized for its work in replacing the deck on the bridge that carries Route 7 over Route 50 in Fairfax, Va. All construction occurred at night to minimize traffic delays on the bridge.
The Macomb County (Mich.) Clerk’s Office has received an Achievement Award from the National Association of Counties, Washington, D.C. The office was honored for its campaign finance workshops, which are offered biannually to explain the requirements of the Campaign Finance Act to office seekers.
The Consulting Engineers Council of Delaware has presented the Grand Conceptor Award to Wilmington, Del.-based Duffield Associates for a stream and bank stabilization project along Red Clay Creek in Stanton, Del. The firm also received an award for the Shellpot Creek Watershed Study funded by Delaware and New Castle County.
The Consulting Engineers Council of New York State has presented the Gold Award in the category of water and wastewater to Melville, N.Y.-based Holzmacher, McLendon & Murrell (H2M). The firm won the award for its design and construction of a treatment facility that removes VOC contamination and iron at the West Hempstead Water District, a municipal water supplier on Long Island, N.Y.
The New York City Department of Environmental Protection has received a certificate of merit from the Municipal Art Society for its role in revitalizing Brooklyn’s Gowanus Canal. The project restored a flushing mechanism that affects the exchange of oxygen from Buttermilk Channel in the East River. Salvatore “Buddy” Scotto, a local resident, also was honored with the award for his 30-year efforts to repair the canal.

The Delaware Solid Waste Authority has contracted with Mahwah, N.J.-based National Earth Products to construct the Cell 4 Disposal Area at the Southern Solid Waste Management Center in Sussex County, Del.
New Orleans Downtown Development District has purchased a fleet of cleaning machines from Minneapolis-based Tennant to vac-uum dust, dirt and litter from downtown streets and sidewalks. The machines are part of “Operation Clean Streets,” an effort to clean up a 160-block business, residential and entertainment district.

The Meridian (Miss.) Fire Department has purchased an aerial ladder truck from Cleveland, N.C.-based American LaFrance, a subsidiary of Portland, Ore.-based Freightliner.
The Cedar Hill (Texas) Fire Department has purchased FDonScene from Chandler, Ariz.-based FieldSoft. The software, which will be installed on laptop computers in command vehicles and on desktop computers in fire stations, will be used to pre-plan, manage incidents and provide responder accountability.
Broward County, Fla., has purchased wireless mobile data software from Stamford, Conn.-based SCA. The software will be installed on computers in emergency vehicles to enable sheriff, fire and rescue personnel to access remote databases, receive dispatch information and relay reports.
Berks County, Pa., has purchased PacketCluster Patrol software from Marlborough, Mass.-based Cerulean Technology and TotalRoam routing platform from Bethlehem, Pa.-based Padcom. The systems will be installed on laptop computers in police patrol vehicles, allowing access to departmental records as well as to state and national criminal and motor vehicle databases.

Washoe County, Nev., has contracted with San Francisco-based James R. Diaz Architect/KMD Justice to complete architectural/engineering services for a regional Juvenile Justice Facility.
Bridgeton, Mo., has selected St. Louis-based Horner & Shifrin to provide civil, hydrological, architectural, structural, mechanical and electrical design services for improvements to the Municipal Athletic Complex. The seven-year $10 million project will include improvements to the racquetball/handball and tennis courts, concession building, playground, parking lots, sidewalks and path system.
Plugged in
Bangor, Maine, has selected locally based Photo Science to create digital orthophotography of the city’s waterfront development area.
Chicago has purchased Land Management software from Sacramento, Calif.-based Hansen Information Technologies to provide a citywide system for inspection, permitting and code enforcement requirements. The software will combine the activities of 15 city business units into one system over the next three years. The project also includes a GIS component for maintaining the city’s building footprints.
The Canton (Mich.) Public Library has contracted with Thorofare, N.J.-based Checkpoint Systems to install its Intelligent Library System. The system allows for individual check-in and check-out, book security, circulation management and inventory.
Fulton County, Ga., has contracted with Lewisburg, W.Va.-based GOVT.com to develop online government services.
Pasadena (Calif.) Water and Power has contracted with Bend, Ore.-based Orcom Solutions to upgrade the utility’s current customer care and billing infrastructure.
Getting there
The Metropolitan Transportation Commission for the Greater San Francisco Bay Area has awarded a contract to San Diego-based Berryman & Henigar to update the pavement management systems of Martinez, Pleasant Hill and Danville. The firm will assess the condition of streets and develop a maintenance schedule.
The Kern Council of Governments, Kern County, Calif., has selected San Francisco-based URS to provide planning and engineering services for the Metropolitan Bakersfield Transportation Systems study. The company will evaluate transportation solutions for Bakersfield for the next 20 to 40 years.
