If a major natural or man-made disaster occurred in Philadelphia, the city would be unprepared. That was the result of a $1 million analysis by a private consultant ordered by Mayor John Street, according to the Philadelphia Inquirer. The report states that, unless the city addresses a range of problems from installing a radio system in tunnels for emergency workers to creating a comprehensive evacuation strategy, it would not be able to manage for the first 72 hours after a disaster, during which it could expect to be on its own.
