ICMA urges officials to comment on DHS National Response Framework
The Washington-based International City/County Management Association (ICMA) is urging local government officials to comment on the draft National Response Framework (NRF) released earlier this month by the Department of Homeland Security (DHS). The public comment period on the draft NRF ends on Oct. 10.
The NRF is intended for elected and appointed leaders as a source of information on the “doctrines, principles and architecture” of emergency response across the nation, according to DHS. It was created to replace the National Response Plan in response to requests from the public for a more streamlined, user-friendly document.
“Having a framework is a good idea, but it does not replace a full response plan,” said Arlington County, Va., County Manager Ron Carlee in a statement. Carlee represents ICMA on the National Homeland Security Consortium. Carlee wants DHS to continue developing a Web-based resource center on emergency response.
