American City & County names 2009 County Leader of the Year
Penton’s American City & County magazine has selected El Paso County, Colo. Administrator Jeff Greene as its 2009 “County Leader of the Year.” The magazine presents the award annually to recognize outstanding leadership in county government. American City & County presented Greene his award at the 2009 National Association of Counties Annual Conference and Exposition, July 24 – 28, 2009, in Nashville, Tenn. The County Leader of the Year Award recognizes Greene’s efforts to guide El Paso County through some of its most challenging times, meeting residents’ increasing demands for services despite significantly declining revenues. In the last year, Greene led a reorganization of all county departments to improve customer service and efficiency while saving more than $5 million per year.
In an effort to improve transparency, Greene also created a Citizen Budget Oversight Committee to involve residents in reviewing county operations and creating a strategic plan to guide the county’s future. The committee’s work helped the county create a balanced, sustainable budget for 2009.
As El Paso County Administrator since January 2007, Greene has led efforts to collaborate with other jurisdictions in the region to provide services, find funding for new county facility and road construction projects, and save an estimated $3 million per year in employee health care costs.
“Like most local governments, El Paso County was being boxed in by declining revenues and increasing demands,” said Bill Wolpin, editorial director of American City & County. “Jeff Greene systematically and methodically addressed the county’s most profound problems using his considerable skills as an administrator and collaborator.”
