San Antonio has instituted a ban on open containers on streets and sidewalks in response to complaints about behavior during monthly art festivals. Nine years ago, local artists started holding art markets on the first Fridays of each month as a way to showcase their talents. What started out as a small venture has turned into monthly block parties with thousands of people roaming the streets and many with alcoholic drinks in their hands. With some saying it has become all but a beer bash, the city passed an ordinance enforcing a $500 fine to anyone caught with alcohol on the street. http://story.news.yahoo.com/news?tmpl=story&cid=391&ncid=391&e=2&u=/ibsys/20040703/lo_ksat/2274292
