JLG Industries — Scott Brower, manager-corporate development for the McConnellsburg, Pa.-based company that produces mobile aerial work platforms, has been promoted to vice president-marketing and market development.

American Council of Engineering Companies — Bill Howard, chief technical officer for Cambridge, Mass.-based CDM, has been elected chairman of the Washington, D.C.-based organization.

Accela — Terry Van Valkenburgh, has been named senior vice president of engineering for the Dublin, Calif.-based software company. Previously, he was group manager for product management and development for Ehrlangen, Germany-based Siemens.

DTE Energy Technologies — Michael McNalley, senior vice president, chief financial officer and controller, has been promoted to president of the Detroit-based energy company.

Historic Preservation Division of the Georgia Department of Natural Resources — Monica Callahan, planning director for Madison, Ga., has received a Preservation Achievement Award from the state agency for integratiing historic preservation ethics into all levels of city government.

Black & Veatch — Kevin Dixon has joined the Philadelphia, Pa.-based global engineering and construction firm as senior water quality specialist. Previously, he was director for New Jersey-based American Water Company.
