Starting today, commuters will have to put their cell phones down while driving through Washington, D.C. Under a new law, drivers are allowed to hold phones only while making emergency calls, beginning calls or turning their phones on or off. Now, they must use hands-free devices if they want to drive and talk. In August, citations that carry fines of up to $100 will be issued to those in violation. A similar law passed in New York in 2001. http://www.signonsandiego.com/news/nation/20040629-1459-dc-cellphones.html
