Denver-based CH2M Hill and Ft. Lauderdale, Fla.-based Bizcom U.S.A. are working together to provide event and emergency management services. Under the terms of the partnership, Bizcom’s EM/2000 emergency management software will be used with CH2M Hill’s line of security products and services, which includes software designed to help cities and counties respond to terrorism and other emergencies.
Swindon, England-based Thames
Water has acquired Voorhees, N.J.-based American Water Works. American Water Works will operate as a wholly owned subsidiary of Thames Water.
New York-based Vollmer Associates has acquired Albany, N.Y.-based Townsend Associates-Architects. Townsend will operate as a division of Vollmer.

Solano County, Calif., has contracted with San Diego-based Berryman & Henigar to provide plan checking and inspection services for nearly 140 wind-turbine generators that are slated for completion in September.
Santa Clara County, Calif., has contracted with Manhattan Beach, Calif.-based LA Consulting to assist the county’s Roads and Airports Department in evaluating maintenance operations and software selection. The firm also will study the department’s staffing levels and the effect of alternate work hours on employee productivity.
Cottleville, Mo., has contracted with St. Louis-based Horner & Shifrin to perform a feasibility study for a new city hall and police station. Currently, the city hall and the police station are housed in a double-wide trailer.
Getting there
St. Louis has contracted with Chesterfield, Mo.-based R.G. Brinkmann Construction and St. Louis-based M.L. Johnson & Co. to oversee the design and construction of a 3,550-vehicle parking facility at Lambert-St. Louis International Airport. Completion is slated for July.
The Valley (Ariz.) Metro Rail has contracted with New York-based Parsons Brinckerhoff to serve as general engineering consultant for the design and construction of the Central Phoenix/East Valley light-rail transit line. The 20-mile line will connect Phoenix, Tempe and Mesa. Construction of the project, which includes 26 stations and eight park-and-ride locations, will begin in late 2004, with completion of the first phase slated for late 2006.
Water, water, everywhere
The Gwinnett County (Ga.) Department of Public Utilities has contracted with Nashville, Tenn.-based Gresham, Smith and Partners to develop construction plans for a new interceptor sewer, a 25-mgd pump station and 26,000 linear feet of new force main for the Bushy Fork Creek and Lower Big Haynes Creek drainage basins.
The West San Bernardino County (Calif.) Water District has purchased a modular ion exchange system from Pittsburgh-based Calgon Carbon. The system will remove perchlorate from well water.
Washington Borough, N.J., has contracted with Manalapan, N.J.-based Schoor DePalma to provide construction administration for the borough’s project to reduce the flow of extraneous stormwater into its sanitary sewer infrastructure. The program includes the extension of storm sewer lines throughout the borough to capture stormwater from sump pumps, floor drains and roof leaders.
Baton Rouge, La., has contracted with Pasadena, Calif.-based MWH to provide management and consultant services for the city’s $618 million Sanitary Sewer Overflow Program. The program includes more than 150 design and construction projects, including 60 miles of deep interceptor tunnels ranging from 18″ to 96″ in diameter.

Riverside, Calif., has contracted with Dallas-based Affiliated Computer Services to manage the city’s IT operations and provide IT support services.
Augusta-Richmond County, Ga., has contracted with First Vehicle Services, based in Cincinnati, to maintain its fleet of 2,657 vehicles and equipment for three years.
Plugged in
Peoria County, Ill.; Peoria, Ill.; and the Greater Peoria Sanitary District have contracted with St. Charles, Ill.-based Sidwell to develop a countywide GIS. Sidwell will implement the GIS and provide cadastral map maintenance software and training.
Pasco, Wash., has contracted with St. Louis-based Government e-Management Solutions to provide financial, human resource and property management software. The company will provide installation, data conversion and training.
