Atlanta Mayor Shirley Franklin announced a plan Wednesday to address the cityÕs homeless problem. The plan includes a city-run emergency shelter; emergency financial aid for rent, mortgage and utility bills to prevent homelessness; and group homes for recovering alcoholics and drug addicts. According to The Atlanta Journal-Constitution, the plan would cost $10 million for building construction and $4.6 million in annual operating expenses.
