State finances will be a mixed bag in the second half of 2016, predicts Sujit CanagaRetna, fiscal policy manager at the Atlanta-based Council of State Governments’ Southern Office, the Southern Legislative Conference.
He says a number of states will see healthy economic growth resulting in steady revenue inflows, while others will face sluggish conditions as a result of over-reliance on the energy sector, capital gains and high-income earners.
Some states, including Georgia and California have seen their state tax receipts rise, says CanagaRetna. Georgia, he adds, is using the increased revenue to make significant investments in transportation. California is another state with a current budget surplus.
CanagaRetna says states still face major fiscal challenges on the horizon in the areas of public pensions, health care, education, infrastructure and emergency management.
