Zulay holds a Bachelor’s degree in Business Administration, an Executive Certificate in Public Procurement and holds the credentials Certified Public Procurement Official, Certified Professional Public Buyer. After a decade and a half of public service, Millan is a seasoned and qualified young professional actively committed to public service and mentoring others.
