A recently released private study of New Orleans’ reconstruction suggests that city officials should discourage redevelopment in flood-prone areas, an idea that could cause political turmoil. The 66-page report from the Washington-based think tank RAND Corp. also warns local officials to prepare now for another storm like Hurricane Katrina, according to the Times-Picayune. Residents and businesses must also prepare ahead, says a RAND spokesman.
