David Carol
David Carol has joined New York-based engineering firm Parsons Brinckerhoff (PB) as vice president and market leader for high-speed rail. Carol has more than 25 years of experience in the rail passenger industry, including program and project management, and advocacy at the national level. He comes to PB from the Charlotte Area Transit System, where he served as the agency’s project manager for commuter rail projects. Before that, he led the implementation of Amtrak’s $2.5 billion Northeast Corridor high-speed rail program, including electrification of the corridor and development and deployment of Amtrak’s Acela high-speed trains. He also served as Amtrak’s vice president for high-speed rail corridors development.
Carol received a law degree and a master’s degree in foreign affairs from the University of Virginia. He is a graduate of Amherst College and a member of the District of Columbia and Virginia bars. He also is a member of the American Public Transportation Association, serving on the organization’s Intercity Rail Committee.
Lisa Brandon
Lisa Brandon has been appointed vice president and director of Design Operations at Alpharetta, Ga.-based MACTEC Engineering and Consulting. Brandon is based in the firm’s Wakefield, Mass., office and will be responsible for integrating all of the firm’s offices on design projects, focusing on expanding design-build capabilities.
Brandon has more than 20 years of engineering and management experience, most recently serving as vice president of engineering for Baton Rouge, La.-based The Shaw Group. She received a Bachelor of Science degree in chemical engineering from the University of Rochester, and a master’s certificate of administration and management from Harvard University. She served on the board of directors for United Way of Acton Boxborough, and serves on the board of directors for First Universal Credit Union.
