Maricopa County, Ariz. — Lisa Keegan has joined the county as assistant county manager for community solutions and innovation. Previously, she was principle of Peoria, Ariz.-based Keegan Co. Also, Kenny Harris has joined the county as assistant county manager for public works. Previously, he was vice president for the Arizona Sports and Tourism Authority.

Phoenix — Lauri Wingenroth, deputy director for the city’s Budget and Research Department, has been named assistant public transit director.

San Jose, Calif. — Christine Shippey has joined the city as assistant city manager. Previously, she was assistant city manager for Long Beach, Calif.

Carter & Burgess — Michael Dimitriou has joined the Fort Worth, Texas-based engineering firm as vice president and senior program manager for water/wastewater treatment. Previously, he was director of strategic technology for White Plains, N.Y.-based ITT Corp.

Cannon Design — Mark Vaughan has joined the Grand Island, N.Y.-based company as vice president. Previously, he was manager of strategic planning at St. Louis-based BJC Healthcare.

Omnilink Systems — Wain Kellum has joined the Alpharetta, Ga.-based GPS tracking manufacturer as chief executive officer. Previously, he was CEO of Atlanta-based Trusted Network Technology.

Skelly and Loy — James Daley has joined the Harrisburg, Pa.-based company as vice president. Previously, he was assistant vice president for Pittsburgh-based Michael Baker, Jr.

Exstream Software — Richard Troska, executive vice president for the Lexington, Ky.-based company, has been named president and chief executive officer.

Demand Pooling Global Services — Michael Lanham joins the Dallas-based company as president. Previously, he was CEO of Hurst, Texas-based AutoRealty.
