Operation Poseidon, the largest antiterrorism drill ever held in New England, was designed to search for weaknesses in the response to such a crisis by federal, state and local agencies, according to The Boston Globe. And there were problems, primarily with emergency workers who ignored the victims, sometimes leading to their fictitious deaths.
