Henrico County, Va. — Michael O’Connor has been appointed director of Mental Health and Retardation Services. Previously, he was the assistant director of the agency. Additionally, John Marlles has been appointed director of Community Revitalization and Randall Silber has been named director of the Planning Department.
Parsons Brinckerhoff — Jeff Morales has joined the New York-based consulting and engineering firm as senior vice president. He also will be a principal consultant with PB Consult, the company’s management and strategic consulting unit. Previously, he served as the director of the California Department of Transportation.
Fairfax County, Va. — Ina Fernandez has been appointed executive director for the county’s Commission for Women. Previously, she was a social work supervisor for the county’s Department of Family Services where she managed a child abuse and neglect prevention program.
CDM — Joseph Dollerschell has been promoted to vice president for the Cambridge, Mass.-based environmental engineering and consulting firm. He is an environmental engineer in the company’s Kansas City, Mo., office. He is responsible for projects in Iowa, Kansas, Missouri and Nebraska.
HNTB Architecture — Randy Bredar has joined the Kansas City, Mo.-based firm as vice president and leader of the firm’s Sports Architecture Group. He has previously worked with Ellerbe Becket and CDFM2, both located in Kansas City, and Dallas-based Good Fulton & Farrell.
