Dogs have the run of the place in Fairfax County, Va. Well, at least the dogs ending up in foster homes that want to go to county dog parks anyway. In Fairfax County, all dogs must wear licenses while outside, even those dogs taken in by rescue groups and foster homes. However, because rescued dogs usually do not have licenses, canine foster parents were not able to take the animals to off-leash dog areas. Recently, the county board of supervisors agreed to give free dog licenses to rescue groups that temporarily place the animals in foster homes.
