The Position
San Joaquin County Public Works Department is seeking a Public Works Business Administrator with broad administrative responsibility for overseeing a variety of fiscal, personnel, facility/equipment management, materiel control and other service functions. The incumbent provides critical input related to department policy decisions. This class is exempt from Civil Service.

Typical Duties
Administers, plans, organizes and directs the activities of various support functions within the Public Works Department, including budgeting, financial reporting, office automation and information systems, contracting, materiel control, facilities and equipment management, and personnel management and training; selects, assigns, trains, supervises and evaluates subordinate personnel, including supervisory staff; coordinates disciplinary action as necessary.

Coordinates assigned activities with other Public Works staff, other County departments and outside agencies as appropriate; prioritizes needs and requests for service; advises Department staff on support service functions.

Directs and supervises the development, analysis, preparation and control of the DepartmentÕs budgets including the compilation of complex budgetary data, the performance of fiscal analyses, estimations of expenses and revenues and the preparation of detailed departmental and division budgetary recommendations; develops sound fiscal control systems; coordinates the review and monitoring of budget activities with Department staff and other agencies as needed.

Participates in the development of short and long-range plans to meet Department needs; reviews, analyzes, and recommends changes to organizational policies, procedures, practices, services, finances and other activities as appropriate; develops and implements plans to improve economy, efficiency and quality of work in assigned areas; may direct organizational/operational studies and present recommendations for reducing costs, increasing revenues and/or improving employee performance.

Prepares and reviews a variety of correspondence, reports and other materials; prepares recommendations for consideration by the Director, the County Administrator’s Office, the Board of Supervisors and others.

May serve on committees; may represent the Department to other departments, agencies, community groups and/or the general public; participates in meetings and conferences as assigned; performs special projects as assigned

Minimum Qualifications
Education: Graduation from an accredited four-year college or university with a major in public or business administration, economics, accounting or a closely related field.
Experience: Five years of increasingly responsible managerial, fiscal, and/or administrative work, including three years that included significant budgetary preparation and analysis at a supervisory level.
Substitution: Possession of a Master’s Degree in public or business administration or a closely related field may be substituted for one year of the required non-supervisory experience.

Salary
$5,344 to $6,495 Approx. Monthly Salary

Plus cafeteria plan: $994 monthly that may be used to purchase medical (County self-insured and Kaiser plans), dental (including Delta Dental and Pacifica Dental) and vision (VSP) coverage. Unused monies are included in salary.

  • 1937 Act retirement plan
  • A deferred compensation plan with 2% of base salary contributed by County
  • 12 days sick leave annually with unlimited accumulation
  • 15 days of vacation leave (20 days after 10 years; 23 days after 20 years)
  • Ten days administrative leave per year
  • 14 holidays per year
  • Reimbursement of Moving Expenses up to a maximum of $2000 for appointee not currently residing in San Joaquin County.

Membership in the Senior Management Representation Unit which provides term life insurance equal to annual salary (up to $50,000), and a cafeteria plan for the purchase of health, dental, and vision insurance with a cash payment option in lieu of benefits.

The Mission of the San Joaquin County Department of Public Works is to plan, design, construct, operate and maintain the CountyÕs infrastructure; including public roads, transportation systems, bridges, water, wastewater, drainage and solid waste disposal systems of the County, in order to best serve the interests of the people.
