Dave Gasmovic, former vice president for the Greenville, S.C.-based construction equipment manufacturer, has been appointed president and COO.

Wilbur Smith Associates

Stephen Wells has been elected vice president of the Columbia, S.C.-based engineering firm. He will retain his title of associate in charge of the firm’s Kansas City, Mo., office.

Berryman & Henigar

Roy Stephenson, former director of government services for the San Diego-based professional services firm, has been named executive vice president and director of governmental consulting.

National League of Cities

Lorraine Anderson, city council member for Arvada, Colo., has been appointed vice chair of the Energy, Environment and Natural Resources Policy Committee for the Washington, D.C.-based organization.

Urban and Regional Information Systems Association

Peirce Eichelberger, GIS manager for Chester County, Pa., has been elected president of the Park Ridge, Ill.-based organization. Martha Lombard, principal for Birmingham, Ala.-based Spatial Focus, has been named president-elect. Additionally, three new directors have been elected to serve on the organization’s board: Susan Johnson, director of business support serv-ices for Charlotte, N.C.; Anne Payne, GIS database administrator for Raleigh, N.C.-based Wake County GIS; and Hilary Perkins, transportation planner for St. Louis, Mo.-based Sverdrup.

Preetha Pulusani has been named president of the Huntsville, Ala.-based company’s Mapping and GIS Solutions division. Previously, she was executive vice president for the division.

Minneapolis Community Development Agency

Chuck Lutz, former deputy director of special initiatives for the city agency, has been named interim executive director.

Association of Financial Guaranty Insurors

David Boyle, vice chairman of New York-based Ambac Financial Group, has been elected chair of the Albany, N.Y.-based association. Additionally, Joseph Swain, president of Hamilton, Bermuda-based ACE Guaranty Re, has been elected vice chair.

Rodney Slater, former U.S. Secretary of Transportation, has been named to the International Advisory Board for the New York-based engineering firm. Currently, Slater is an attorney for Washington, D.C.-based Patton Boggs.

Thomas Davies, senior vice president for Sterling, Va.-based Current Analysis, has been appointed to the board of directors for the Irvine, Calif.-based technology and management solution provider.

Bexar Metropolitan Water District

Tom Moreno, general manager and CEO for the San Antonio-based district, has received the Imagineer of the Year award from the locally based Mind Science Foundation. The award recognizes Moreno’s implementation of the first alternative water source for San Antonio.
