John Foley has been re-elected chairman of the board of the regional water agency. He is the general manager of the Moulton Niguel Water District in Laguna Niguel, Calif.

The New Castle, Del., provider of correctional health care services has announced the appointment of Jeffrey Bairstow as executive vice president and COO. He will also serve as CEO of the company’s principal operating subsidiary, Prison Health Services.
Kentucky League of Cities
The league has elected Charles Honeycutt, mayor of Glasgow, president for 1997. Arthur Byrn, mayor of Mayfield, is first vice president and Pam Miller, mayor of Lexington, second vice president.
American Society of Civil Engineers
Priscilla Sawyer Cornelio, vice president and Tucson area manager for Parsons Brinckerhoff Quade & Douglas, has won the 1996 Arizona Civil Engineer Distinguished Service Award from the society’s Arizona chapter.

The Grandview, Miss., manufacturer of concrete saws and diamond and abrasive blades has announced the appointment of Jim Tepesch as vice president and CFO.
ConExpo/Con/AGG
Bruno Benna, founder of C.B. Concrete, Reno, Nev., and Robert Fien, president and CEO of Stone Construction Equipment Co., Honeoye, N.Y., have been named co-chairs of the ConExpo-Con/Agg ‘99 Joint Managing Board. They will be responsible for directing the planning of the international exposition for the construction, aggregates and ready-mixed concrete industries.
Association of Metropolitan Water Agencies
The association has presented John Wodraska, general manager of the Metropolitan Water District of Southern California, with its 1996 President’s Award. The awards committee cited the fact that Wodraska has “been instrumental in the development of groundbreaking water management agreements of state, regional and national importance” and that he “has committed MWD resources to the improvement of water quality and generously shared this expertise with the entire water community.”

Joel Dermid has been appointed president of the Detroit-based engineering firm. He is area manager for the firm’s Detroit office and has over 31 years of experience in the field of transportation engineering.

Edward Meyer has been named president of the Pittsburgh-based designer of customized energy solutions.
National Recreation and Park Association
The association has presented its Robert W. Crawford Young Professional Award to Dean Nardecchia, director of the parks and recreation department in Vandalia, Ohio. The award honors people and organizations that make significant contributions to the improvement of parks and recreation services.
International Solid Waste Association
Michael McLaughlin has been named chair of the association’s Working Group on Hazardous Waste. He is a senior vice president with SCS Engineers, a Long Beach, Calif., environmental consulting firm.
Construction Industry Manufacturers Association
Dwight Messinger, president and CEO of Power Curbers, Salisbury, N.C., has been elected chairman of the Milwaukee, Wis.-based association for 1997. Also elected were Ronald DeFeo, president and CEO of Terex, Westport, Conn., first vice chairman; David Hunter, president of Blaw-Knox, second vice chairman; and Richard Schwebel, senior vice president of Sales and Service of Ce-darapids, Inc., Cedar Rapids, Iowa, treasurer. James Stollwenwerk was named the association’s president.
