An appeals court panel vacated a lower court ruling that favored Galveston in a suit brought by beach-home owners against the city for refusing to reconnect utilities after a 1998 tropical storm. According to the Houston Chronicle, the city condemned the homes after the storm caused erosion of the vegetative line, shifting the property lines from the landward side of the public beach to the vegetative side.
