According to the Times, a telephone survey commissioned by the city revealed that 19.3 percent of adults smoked in 2003, a drop from 21.6 percent a year earlier. City officials have attributed the decline in part to higher tobacco taxes and the city’s ban on smoking in bars, according to the AP.
