After suffering from a major tornado in 2008, many businesses in Windsor closed, and over 500 jobs were lost in the economic downturn. One major goal in the community was to build a cluster of alternative energy companies to provide jobs for the future. Realizing a wastewater treatment plant is a critical component in economic vitality, Windsor devised a plan to invest $4.8 million to make improvements to its plant. The town received a $1.6 million grant from the Economic Development Administration to upgrade its plant to draw economic development opportunities.
