Based on positive responses from the practitioner community to its 2013 white paper "We 'No Bid,' and I'll tell you why," the NIGP Business Council developed a second white paper, "Everybody Wins: Crafting a Solicitation that Fosters Transparency, Best Value, and Collaborative Partnership."
