Accela — Maury Blackman, senior vice president for sales and marketing for the San Ramon, Calif.-based software company, has been named president and chief executive officer.

Earth Tool Co. — Payce Reynolds, director of the horizontal directional drilling division of the Oconomowoc, Wis.-based company, has been named chief executive officer. Also, Jarrett Cowden has joined the company as senior vice president for sales and marketing, and Brian Metcalf has joined the company as vice president for international sales and business development. Previously, Cowden was vice president for sales and marketing for Pella, Iowa-based Vermeer Manufacturing Co., and Metcalf was a sales and distribution manager for Vermeer.

Donlen Corp. — Dan Hannan, vice president for information technology for the Northbrook, Ill.-based software company, has been named senior vice president for strategic consulting and quality.

Mark IV IVHS — Richard Turnock, a manager for the Albany, N.Y.-based tolling system manufacturer, has been named vice president for engineering.

ValueOptions — Christine Leush has joined the Norfolk, Va.-based health care company as vice president for its Great Lakes Service Center in Southfield, Mich. Previously, she was vice president for Northwest operations for Missoula, Mont.-based ABS Healthcare.
