Documenting the birth of a new city
Sandy Springs, Ga., resident Oliver Porter has self-published a book about how the city was formed last year. “Creating the New City of Sandy Springs,” is aimed at cities considering partnerships with private industry. The author served as chairman of the Georgia Governor’s Commission, volunteer city manager and chairman of the Charter Commission that drafted the fundamentals for running the city. “We did some worthwhile things, and I thought that governments might be able to gain from our experience,” Porter says. Sandy Springs, which became a city in December 2005, contracted with a private firm to provide all operational and administrative services, with the exception of police, fire and E911.
