Some California counties are cutting mental health services even as a recently approved tax increase is expected to provide $1 billion annually over the next five years to fund those services. Proposition 63, approved by voters in November 2004, raised the taxes on personal incomes that are over $1 million a year and has raised $300 million this year for new programs to treat mentally ill seniors, children, teenagers leaving foster care and the homeless, according to the San Francisco Chronicle. However, some counties have had to cut existing core programs because they cannot keep up with increased costs.
