Austin vote includes non-residents

A Texas law that allows people living outside of a city to vote in a municipal election is about to get its first test in Austin. The 1993 law allows residents of a city’s extraterritorial jurisdiction (ETJ), a five-mile area adjacent to the city limits, to vote on measures that affect them, according to the Austin American Statesman. In Austin’s case, they will vote on the “Save Our Springs Amendment” in the May 13 election that will limit development in the Barton Springs zone of the Edwards Aquifer that includes parts of the ETJ. http://www.statesman.com/news/content/news/stories/local/03/14etj.html
