Virginia Gov. Timothy Kaine signed legislation Friday that makes it easier for phone companies to offer cable television service. Beginning July 1, companies that want to offer cable service must negotiate for a franchise from the city or county in which they want to provide the service. According to the Washington Post, if the deal cannot be worked out in 45 days, the company can commit to a standard statewide agreement and begin offering television service 30 days later. Local government officials say as a result of the law, they will be less able to obtain concessions as part of their franchise agreements. http://www.washingtonpost.com/wp-dyn/content/article/2006/03/10/AR2006031001930.html
