Most beaches in Santa Monica Bay are reopening today following the largest sewage spill in a decade in Los Angeles County. According to the Los Angeles Times, more than 2 million gallons of raw sewage spilled from a Manhattan Beach pumping plant after an apparent power failure, and officials estimate 100,000 gallons flowed onto beaches. The L.A.
