Some lawmakers are trying to work around a federal ban on drilling off California and the Atlantic Seaboard. House Resources Committee Chairman Richard Pombo, for instance, has suggested letting states — which control oil and gas drilling within three miles of their coastlines — opt out of the moratorium in exchange for more federal royalties.
