Free parking is not really free, according to Donald Shoup, UCLA professor and author of “The High Cost of Free Parking,” a new book published by the Washington-based American Planning Association. The book examines how the cost of free parking gets diffused throughout the economy and is hidden in the prices consumers pay for everything from hamburgers to housing. The author proposes new ways for cities to regulate parking, primarily by charging fair market prices for curb parking and using the resulting revenue to pay for services in the neighborhoods that generate it.
