HNTB — David Gwynn has joined the Kansas City, Mo.-based design and engineering firm as vice president and officer-in-charge for the Orlando, Lake Mary and Tallahassee, Fla., offices. Previously, he was a principal for Orlando, Fla.-based TEI, a transportation engineering and planning firm acquired by HNTB. Kathi Littmann has joined the firm as vice president and director of program management. Previously, Littmann was president of her own firm, Two Roads Consulting, based in Southern California.
VisionAIR — Mike Lyons, chief operating officer for the Castle Hayne, N.C.-based public safety and criminal justice software provider, has been promoted to chief executive officer.
Horner & Shifrin — Leo Ebel, associate for the St. Louis-based engineering, architectural and planning firm, has been named senior vice president and director of technical operations.
Image Matters — Kurt Buehler has joined the information technology firm based in Leesburg, Va., as president. Previously, he was vice president and chief technology officer for Open GIS Consortium, based in Wayland, Mass.
