The Charlotte, N.C., City Council passed an ordinance Monday that requires traveling carnivals to obtain a business license; meet zoning and fire codes; pay for off-duty police officers and have emergency medical technicians on site.
The Charlotte, N.C., City Council passed an ordinance Monday that requires traveling carnivals to obtain a business license; meet zoning and fire codes; pay for off-duty police officers and have emergency medical technicians on site.
